Join the Idaho Department of Parks and Recreation as our Real Estate Manager, based out of our headquarters office in beautiful Boise, ID.

In this pivotal role, you'll manage and enforce all real estate contracts, agreements, encroachments, and moorages for the agency. Historically, park staff have handled these agreements, but now you'll bring expertise and structure to the tracking and verification of over 600 agreements. Reporting to the Management Services Administrator, you'll evaluate land use and entitlements, perform due diligence, and oversee statewide land and moorage agreements, ensuring compliance and proper documentation.

To truly understand our diverse properties, you’ll embark on frequent travel to Idaho’s stunning landscapes. This hands-on exposure is essential for gaining a full perspective of the landscapes and assets you’ll be managing.

EXAMPLE OF DUTIES

Management of Leasing Program (25%)

  • Manage the established IDPR statewide leasing program:
    • Oversee the property management process such as creating and sending documents, and compliance.
    • Maintain and update the database for storing lease information.
  • Administer all types of leasing opportunities within IDPR (e.g., boat moorage, farming and grazing, cottage/cabin, dock/marina slips, boat garage, etc.
  • Monitor and review lease violations and terminations.
  • Handle personal property leases:
    • Process bills of sales and lease transfer applications.
    • Verify insurance requirements against lease terms for compliance.
  • Ensure all leasing activities are accurately recorded in the database.

Management of Agreements (not Leases) (25%)

  • Manage existing, expiring, and new encroachments and agreements.
  • Oversee encroachments and document any extensive encroachment issues.
  • Create agreements with adjacent property owners, municipalities, and businesses.
  • Lead surveying projects.

Document Management (25%)

  • Create and maintain departmental templates for various documents such as: leasing templates, encroachment permits, memorandums of understanding and agreement, lease violation letters, termination letters, final notices, and legal documents (e.g., warranty deeds, quit claim deeds).
  • Collaborate with the Deputy Attorney General.
  • Review documents from title companies (e.g., Title Commitments, Owners Policies).
  • Manage deadlines and conditions in legal documents.
  • Review land uses and restrictions in ownership deeds.

Real Estate Portfolio (20%)

  • Frequent travel to remote locations and overnight stays will be required.
  • Conduct thorough research for potential property purchases or donations:
    • Perform site visits and take photographs.
    • Work with appraisers, environmental companies, federal and state agencies, utility companies, title companies, county assessors, recorders, and public officials.
  • Identify and address potential issues such as: legal descriptions, legal documentation, chain of title issues, tax issues, etc.
  • Hold in-person meetings with county officials to discuss IDPR’s intentions and legal agreements.
  • Negotiate with Railroad companies for the abandonment of old rail lines to create Rails-to-Trails pathways.
  • Manage IDPR water rights, portfolio and water adjudication timelines.
  • Collaborate with the leadership team and the Deputy Attorney General on ongoing legal issues, discuss strategies, implications of actions, and progress timelines.
  • Assist leadership and legal counsel with drafting various documents for park staff.

MINIMUM QUALIFICATIONS

Good knowledge of best management practices for land management activities.

Experience:

  • Researching, analyzing, and monitoring land management issues in relation to existing federal, state and local laws, rules and practices and making recommendations.
  • Serving as a technical resource within an organization on complex programmatic or technical issues, including preparing technical reports; providing guidance to co-workers, the public and other interested parties; and providing recommendations to upper management.
  • Conducting transactional due diligence related to the acquisition, disposition, and exchange of land. Interacting and communicating with co-workers, the public, interested parties, government agencies and elected officials regarding real estate and land management issues.
  • Using database management systems for data collection, tracking, and reporting in support of land management activities
