Position Summary: 

The Chief Financial Officer is instrumental in modernizing and streamlining financial processes through the implementation and integration of new finance and accounting systems, to include Sage Intacct and other, integrated platforms. The CFO will run all financial operations, including budgeting and planning, financial statement production, cash flow planning and management, frequent status reporting, and communications. This role requires a strategic mindset as well as hands-on leadership and management to enhance financial analysis, foster cost-efficiency and identify key investment and savings opportunities, aligning with Anera’s mission and growth objectives. The CFO ensures compliance and sound internal controls while fostering a culture of support and collaboration with finance and across departments. Participates in the short- and long-term financial planning of the organization as well as the strategic planning process and quality improvement process.

Duties and Responsibilities:

  • Direct and coordinate company annual budget planning, review, approval, and data upload process.
  • Monitor and analyze monthly operating results against budget and propose action plans
  • Oversee cash flow management
  • Prepare monthly, quarterly, and annual financial statements and narrative, manage quarterly re-forecast of financials based on YTD performance. Present findings to executives and board of directors.
  • Track important key performance indicators (KPIs) and analyze trends.
  • Forecast return on investment (ROI) for current and future programs.
  • Develop strategies for financial process improvements, leveraging technology to streamline operations and reduce manual effort.
  • Conduct in-depth financial analysis using analytical tools and techniques to provide actionable insights and recommendations for cost savings and financial optimization.
  • Review accounting policies and procedures and update the accounting manual.
  • Inform key stakeholders of financial status and investment plans.
  • Ensure all financial operations comply with federal and state laws.
  • Annual budget preparation and presentation.
  • Prepare NICRA rate submission to awarding agencies.
  • Responsible for controls, designing, and ensuring efficacy and adherence thereto.
  • Manage annual registration for USAID form 1550-2 and quarterly reporting for USAID.
  • Generate financial data for annual IRS 990.
  • Prepare annual pension plan report 5500.
  • Manage and oversee financial requirements for annual state registration.
  • Liaise to Board Committees on Finance and Audit committees.
  • Assist in the review and preparation of proposal budgets.
  • Respond to ad-hoc requests from the President and other staff in a timely manner.
  • Represent the company to stakeholders, including public officials as needed.
  • Advise on investment strategies and opportunities, using data-driven approaches, and make recommendations to the CEO and Board’s Finance Committee.
  • Preparation and payment of 457b funds.
  • Ensure compliance with legal and contractual obligations.


Managing Country-Office Finance Teams:

  • Enhance the internal audit function in all Country offices.
  • Ensure orderly cash flow, financial and liquidity planning, and handling of taxation issues in country offices.
  • Prepare analysis of Anera's liquidity versus liabilities.
  • Support the field office with financial and reporting requirements to government agencies.
  • Provide overall direction on accounting policies and systems in order to improve operations.
  • Review and approve monthly fund requests from COs.
  • Ensure uninterrupted financing to the local field offices.
  • Report to regulatory authorities in each country of operations as necessary.


Audit and Compliance Responsibilities:

  • Organizes, manages, and oversees the annual audit and tax preparation process.
  • Oversee annual financial audit under OMB A-33 and OMB A-122 cost principles and provide recommendations for procedural improvements.
  • Ensure the accurate and timely completion of items requested by the auditors.
  • Manages corporate insurance programs, worker's compensation, and employee liability audit.
  • Liaise between the local auditors and the DC auditors as well as the finance committee.
  • Prepare the Annual Investment report required for audit.
  • Close monthly accounts promptly and provide full analysis to the Management Team.
  • Oversee the accuracy of the work produced by the accounting department.
  • Establish and manage controls on procurement.


Qualifications:

  • Bachelor’s Degree in Accounting, Finance, Business, or related field required.
  • Knowledge of GAAP especially as it pertains to not-for-profit accounting for federal grants and private contributions.
  • Knowledge of non-profit processes, such as USAID reporting and overhead accounting.
  • Strong acumen in financial technology, with a proven track record of implementing and managing financial systems in a multinational environment.
  • Exceptional analytical skills, with experience in advanced financial modeling and data analysis tools.
  • Strategic thinking with experience in identifying cost-saving opportunities and making investment recommendations.
  • Experience with international financial reporting and management with a preference for experience with Middle East financial and U.S financial reporting.
  • Minimum 8 years experience in nonprofit finance and accounting with at least 3 in a leadership role.
  • Experience with reporting to the board of directors, and delivering relevant and comprehensive financial reports.
  • Demonstrated ability to create and manage internal financial controls within a nonprofit
  • Advanced Google Sheets skills.
  • Fluency in English required.


Highly Desirable Qualifications:

  • CPA, MBA, or MPA preferred
  • Fluency in Arabic preferred


Location:

  • Washington, DC (preferred); Beirut, Amman, Ramallah, or Jerusalem.
  • Remote/hybrid work is possible but must be based in one of these cities.


Travel:

  • This role requires approximately 10% international travel


Compensation Statement:

  • Annual Salary Range: $160,000 - $220,000, commensurate with experience. (U.S. Only)
