Location is negotiable upon selection where a Department of Homeland Security, Office of Inspector General office is located.
As the Assistant Inspector General (AIG) for Office of Integrity (OI) (Investigations), you will be required to perform the following major duties:
- Manage a comprehensive portfolio of OI Divisions, whose roles and responsibilities are both supportive and operational in nature. Provides oversight of a comprehensive national program of highly complex and sensitive investigations of high-level DHS officials and DHS/OIG employees, misconduct related to national security interests of the United States, the use of advanced technologies meant to thwart illegal or prohibited activities related to the personnel, programs, and operations of DHS. Investigations are frequently conducted in coordination with U.S. Department of Justice, State, or local prosecutors, and in cooperation with other federal investigative agencies
- Oversee the establishment of proactive investigative initiatives that are designed to reveal and unravel the most challenging schemes targeting DHS programs and functions most at risk. Coordinate critical investigative initiatives with DHS internal managers, Component officials, and external law enforcement agencies.
- Provide executive leadership for criminal and administrative investigative activities.
- Review and evaluate investigative work performed by subordinate supervisors and personnel as required. Develop work plans for the most effective utilization of investigative resources. Ensure that investigations are pursued, documented, and finalized in accordance with laws, regulations, and OIG policies and standards.
- Make recommendations to the Deputy Inspector General (DIG) OI concerning the formulation and establishment of investigation policies and instructions when required by changing conditions. Participate in the development of long-range and annual plans that reflect management and congressional concerns as well as OIG vulnerability assessments and other factors.
- Review, approve, and forward recommendations to high-level management officials which affect their components' operations. Oversee, develop, and provide input to the Annual Operating Plan, Performance Plan, Operating Budget Report, etc. and recommend improvements for economy and efficient operations.
- Serve as the OIG's representative on integrity, intra-and interagency investigative, analytical, and technological matters. Maintain close and cooperative relationships with key officials of the DHS Components and other outside agencies to ensure operations and projects are collaborative and fully coordinated when necessary. Respond to inquiries by DHS and Component officials, other Government units, and the public relating to OIG investigative matters.

- This position is special-sensitive and requires a Top-Secret Clearance. Appointment to and retention of this position is subject to satisfactory clearance and issuance of Top-Secret security clearance.

- The incumbent will be required to undergo, and pass, regular medical examinations.

Qualifications
As a basic requirement for entry into the SES, applicants must demonstrate progressively responsible leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.
This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. Your application should demonstrate that you possess the knowledge, skills and abilities to successfully fulfill responsibilities inherent in SES positions such as:
- Leading the work of an organizational unit
- Ensuring the success of one or more specific major programs or projects
- Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance
- Supervising the work of employees, developing policy and other executive functions
To meet the minimum qualification requirements for this position, you must show that you possess the five ECQs and MTQs listed below. Mandatory Technical Qualifications All applicants must submit a written narrative addressing each MTQ, not to exceed one (1) page for each MTQ.
Any information in excess of one (1) page per MTQ WILL NOT be considered. Please give examples and explain the depth of the knowledge, expertise and experience you possess and the breadth, scope and sensitivity of the issues you handled, etc.
You will be evaluated on the following Technical Qualifications:
MTQ 1 : Demonstrated professional experience in providing oversight of comprehensive internal affairs investigations and/or similarly sensitive and complex investigative matters of public corruption or alleged misconduct by high-level officials and employees in an Office of Inspector General or similar environment.
MTQ 2: Demonstrated experience as a Criminal Investigator in leading, managing, and supervising an investigative staff overseeing large-scale, highly complex and sensitive investigations related to or impacting the national security interests of the United States. This experience would typically be at or above Special Agent in Charge (SAC) of a field office or equivalent level experience leading a national program.

Age Requirement: Applicants are subject to the maximum entry age into federal law enforcement positions, which is the date immediately preceding an individual's 37th birthday. Training Requirement: This position requires that you complete or have completed the eight week basic criminal investigator course at the Federal Law Enforcement Training Center in Glynco, GA, or an approved equivalent program. Retention in the position is subject to successful completion of the training.
